not much to see (just 3sec, maybe use Sharpie to put a tiny dot on that pulley) but it looks as if a piece of molten rubber got inside it
I will try to place another video (longer) today. The motor runs for 2 seconds then stops 2 seconds and again moves for another 2 seconds and this goes on and on. I placed little watch oil to see whether or not it helps but it didn't.
if you can freely rotate it with your finger (or rather toothpick) then its not garbage but a dead spot. Then check for burned coils and traces to the coils
