JVC PC-5 Cassette Deck troubleshooting question

I bought a JVC PC-5JW on eBay with a myriad of problems. One of the remaining ones that I have no clue about is the cassette deck.
When you put a tape in and press play, the heads come up into playing position, but the tape doesn't turn. Pressing the stop button makes an audible noise but does not bring the heads down, making it impossible to eject the tape. Turning off the tape deck power and the main unit power or unplugging the unit various times will get the unit to release the heads, and then be able to eject the tape. I still haven't been able to replicate an exact way to get the heads to lower. Sometimes the unit will start to play at what looks like the proper playing speed, but the tape deck power switch is in the off position. When I turn on the tape deck power, the unit goes into pause mode, and when i turn it off the tape deck it starts playing again.

This doesn't seem like a mechanical problem to me. Does anyone have any idea about what could be the cause of this behavior.

definately sounds like the belts are worn..

Thanks for the info. Bought another one on eBay, and replaced the belts on the one I had, so now I have one really solid functioning one and one that is almost fully functional.
