panasonic rx5085 tuner

I have a panasonic rx5085 and the tuner doesn't work. The knob turns, the needle moves, the wagon wheel on the board turns, and the rod going into the tuner turns as well. I don't see anything inside the tuner box moving, but I don't know if anything is supposed to move in there. Any ideas?

If by the tuner box, you are referring to the variable capacitor, then yes, the vanes (fins) inside should be sliding against each other. It may be hard to see the vanes actually moving if you are looking at the round sections. Sometimes, the vane has a blade and when that moves, it is obvious. Anyhow, keep in mind that the variable capacitor turns less than one revolution to span the entire tuner dial due to the pulley mechanism of the tuning wheel, regardless of how many turns of the tuning knob it takes to reach one end to the other.
