Quick answer would be a 'bad ground' make certain all solder joints, uh, are soldered

Powered by the main's, Do you get this Hum sound?

Simply ALL of the Electrolytic capacitor's should be replaced

Only the Electrolytic capacitor's  not any other One's as they normally are not the one's going bad an or needing replacing only the http://en.wikipedia.org/wiki/Electrolytic_capacitor

should be replaced as they are the one's that degrade over time
