Nicolle, it is a special cassette that measures the torque (pulling power) of the cassette spindles. They are very difficult to find and usually cost a lot of money.

No its not mine.It belongs to my tech guy.He says its not very common as they were fairly expensive when produced.Here are some more pictures:
