PayPal holding payment for 21 days

Hi all,


Recently, PayPal have been holding my payments for 21 days. Surely this is illegal? I would understand if I had a bad feedback score, but I have never been left bad feedback.

Tomorrow I will contact the Irish Central bank regarding the legality of holding my funds. It's bad enough paying all these ludicrous fees, but now PayPal think its okay to make interest on my money also.

Is there anything in their TOS regarding a withhold of funds without notification? I've never heard of this before?

I hope this gets sorted out for you....I use Paypal quite often and this would be a deal breaker for me to leave

It's only been happening recently. It must be a new PayPal policy. What PayPal need is some competition. They have to much of a monopoly on online payments, and can implement what ever rules they want. But to hold someone's money for 21 days is ludicrous.

They usually have a reason, sometimes they hold account action when a buyer has logged a claim/complaint against you.  You might want to check this out in your PayPal 'Resolution Centre'

No. I've 100 percent feedback. Never had a claim against me.

As a new seller, after having an account for 10 years, I've had this hold on my account many times, once the item is marked shipped, you usually get your money in a few days. From what I was told, after you sell a certain amount of items with no issues, your money will no longer have holds on them. I usually wait on an average of three to four days after I ship an item.

Also, they informed me that the holds were issued because I haven't sold an item for over six months.

This situation occurred for me about 8 months ago.  I have been a ebay/paypal member over ten years with perfect feedback almost at 600.  Was informed because in past year I have not had enough USA and INTL sales ( think part of requirement is a total of 20 intl. sales which over the past many years I fell short of by a few).  They kept my money until the buyer posted a positive feedback then I had my money in 2-3 days.  They have made the seller at mercy of buyer.  In fact personally I find eBay policy in past 2 years has changed to point that the seller is a hostage to the buyer.  They can lie and take advantage of seller with it very hard to prove otherwise buy seller.   You have to do so many things to protect yourself anymore.   I take a video of item working with a newspaper showing DATE same day as shipment proving working condition when shipped.    Even though I have had nearly a hundred sales over ten years the number of intl sales left me below Paypals quota to be paid immediately as it used to be.  A buyer paid and funds could be withdrawn right away buy seller.

As far as I'm aware, it is illegal to hold a persons money in this way. I will contact the central bank later on today to confirm this.

I have the same crap with Ebay. I just started selling and understand they want to see if I am reliable as a seller to wait until the item has reached it's destination, but to not even release the amount it costs to ship to the buyer. I went nuts when I had a buyer want me to ship to his address Germany, when I clearly noted on ebay that I ship within the United States Only. To ship to Germany would have cost me out of MY pocket 250.00 to 300.00 USD.  Lucky enough the buyer had a residence in Florida that he was alright with me shipping to. Ebay says it's pay Pal policy to withhold money and Pay Pal says it's Ebay policy. Whatever. I explained to them that I am on a fixed income right now and can NOT afford to pay the shipping out of my own pocket and wait until they're ready to give me the money I earned and to ship with. They say it can take up to 21 days for them to release it to my account. BULL SHIT! I want my money right away. not when they're finished taking their 2 % and Ebay taking their 10 % of what I made in my sale and screw me around. 

    Then Pay Pal said I had money pending in my account, Sure you can still spend it on Ebay! It's yours sir!     . So that was just what I did. I spent 40.00 USD of my pending amount. My bank said I went overdraft because they didn't know there was the money in Pay Pal and charged me 30.00 Each time overdraft for the item I bought and to pay ebay their percentage and Pay Pal their percentage. 30 x 3 = 90 $ overdraft _ 40 I spent. Ridiculous Shit. It's not worth all the fucking shit.

As a non-business/ocassional seller on ebay I find it's not worth the bother anymore. I only use ebay to purchase items now. I recently sold a high end video camera for a little over €900 and by the time I finished paying fees and exchange rates I had little over €750 left. I stick to local (Irish) auction sites now when I want to move second hand gear. I feel for guys trying to make a living out of ebay/paypal.

You're right. It's NOT worth the time to sell and take a loss with their percentage you owe them after the sale and then to have the harassment of not getting your earnings in a timely mannour. Just as you said I'd rather stick to buying and let someone else struggle with the sale I purchase. I was originally considering selling for much more than the worth value just to have what I expected from my sale after the ebay and Pay pal due percentage, but then again, I don't want to be dishonest in my pricing to a potential customer. They normally don't if you sell high volume. They do if you are a new seller, or haven't listed in a while, or listing in a high risk category that you haven't listed in before, or in a while, or if you have cases open. If they did put a hold normally it gets release one positive is receive for that item that was sold, or three days after item shows it been deliver.

I have just had a hum dinger of an argument with a PayPal representative on the phone. I ended up hanging up. These idiots are holding my funds again. For 21 day. Why should I have to wait. I have a perfect 100 percent feedback, yet PayPal take there fees out immediately. They don't have to wait 21 days. I said this to the PayPal representative, and there was a pause. Couldn't give me an answer to that one. I'm done with these money grabbers now. I am only going to accept payments by direct transfer of funds via bank transfer for any future sales. Can't be bothered wasting my time with PayPal, and paying them for the privilege.

..........and I for one would have no problem paying sellers by direct fund transfer provided their feedback was in order. There's no need to rely on Paypal, it's just convenient. TBH the whole chargeback scam issue on ebay is another reason to avoid them as a selling tool. Paypal have been finding in favour of the buyer on this issue far too often from what I see.

Recently, someone opened a case on ebay, without say anything, ebay took money from my account!!!
 
how can we, as ebay users , avoid that ebay might have acces to our paypal account?
 
are we obliged to let them access to our paypal account?!

Damn paypal... I had that on my second purchase (Japanese PS-f9). Luckily it never happened ever since.
